These are the rosters we provide for unscored Intermission matches.
Champions marked with a * are secondary: they are available to that faction unless the faction they’re up against has them as a primary (no *) Champion.
We’ve tried to err on the side of broad rather than narrow Intermission rosters. Players are free to agree to restrictions ahead of the match: e.g., “let’s do a Piltover vs. Zaun match, with Zaun getting Janna instead.” Or you could say “No * Champions.” to limit rosters more to their core lists. Just make sure that everyone agrees ahead of time.
Note: Discord is a hybrid faction of the Shadow Isles and the Void. It probably shouldn’t be matched against either SI or Void, as there’d be too much weird overlap.

Can you add Illaoi to Bilgewater? And would Bard fit in with Ionia, same with Jhin?
Quite so! (As for Illaoi, anyway; I think Bard is more of a wildcard than a truly “Ionian” Champion, but that’s a discussion for later.) Roster revision will be happening in the near-ish future as we build up to Arc VIII’s launch date of March 8.

I feel like Kennen should be added to the Bandle city roster as a secondary since he’s there in all the other rosters.

Not to complicate things, but there could be a Natural Order/Kumungu Jungle faction. Nid, Zyra, Malphite, Ahri, Rengar, Taric, Skarner, and sometimes Udyr.
This is something that’s been suggested and considered previously. It could work, in the right circumstances. A variation would be to allow certain nature-related events (which might definitely occur in the next arc!) to bring one or more of these Champions to the table.

He might end up on Ionia’s roster during an arc, but their intermission roster is already enormous.

Is Pantheon playable by any faction?
He’s not currently on any Intermission Roster. He could conceivably come into play during an arc. I’m trying to think of which factions he might fit in with. Hmm. Maybe Shurima, somehow? Some people have also half-seriously proposed a Pantheon/Leona/Diana Mount Targon team for a Twisted Treeline event of some kind.

Shouldn’t Brand be in Bilgewater, considering his body is actually the body of the pirate who released him?

jkjk. In more formal terms, that’s a pretty weak Story hook, and his Feel isn’t at all in line with pirates. He’d stick out like a … Brand.
What about Ryze and Tristanna? We have skins confirming them to be cannon (hurr) pirates.

Shouldn’t Mordekaiser be on Discord?
Discord doesn’t necessarily have all the Shadow Isles Champions, just a subset. Discord is sort of an “historical” faction, and it just so happened that they didn’t pick up Mordekaiser in Arc III.

Why isn’t Kassadin on the Void’s roster? He’s against them and al that, but so are Annie Riven and Sivir, and they’re still on the Noxian roster. Plus we won’t have to see the same champions every time the Void plays.
Kassadin’s entire story is fighting against the Void.
Annie: Somethingsomething her parents were Noxian outcasts. (Which still makes them more a splintered subfaction of Noxus than enemies of Noxus.) Whatever. Annie’s her own Annie. She’s a sadistic pyromaniac sorceress. Noxus can give her awesome dark magic. Her parents? Whatever. They can’t even set her bedtime.
Riven: Riven very likely would not be on the Noxian roster in the next arc, after what happened in Shon-Xan. Noxus seems to have doubled back on its earlier decision to take the Riven path instead of the Singed path. But if you asked Riven if she’s Noxian, she would absolutely say yes: she’s a diehard Noxian patriot who happens to think that Swain is an evil monster.
Sivir: She’s a mercenary, with a history of working for Noxus, who thought that invading Ionia was a bad idea. Still not really “against” Noxus.
In comparison:
Kassadin: Battling the Void is his reason for being. As far as he is concerned, the Void is the ultimate evil.
True, but this is almost exactly the same for Maokai. He is the enemy of the undead and seeks to restore the lands of the Shadow Isles. The only reason he is a champion is because the undead corrupted the Twisted Treeline, so he fights AGAINST the Shadow Isles, like Kass fights against the Void. The Void’s roster is the smallest there is, so it would be cool to help them become more diverse.
Oh, huh, I hadn’t read Maokai’s new lore. That’ll make him more of a peripheral SI champ, I think.
Rather than answer generally, maybe we can discuss this once I publish the provisional faction-by-faction rosters for the next arc.

What about Rammus? He’s from the Shurima Desert and has stronger ties to it than some of these other champs. They’re a bit lacking in Junglers, too.

Debatable. I’d say he’s more spooky than alien.

Why is Amumu in the Shadow Isles roster?
Story/Theme: He’s a mummy.
Gameplay: Shadow Isles is super-weak due to the lack of a proper ADC. Their thing so far seems to be hard engage melee, and Amumu adds a lot of hard engage.
In a way it makes sense that Amumu, an undead with hard engage is in a undead land with hard engage,but will we see Rengar or Nidalee(or any other jungle themed champ) joining the roster?
Shouldn’t Riven be Ionian? Seeing as she fled Noxus and joined Ionia during the war?
I don’t believe Riven ever actually joined Ionia during the war (or any war with Ionia). She killed a lot of Ionians, actually. After a traumatic incident in which Noxus had Singed use biochemical weapons to indiscriminately slaughter her unit and the much larger Ionian force that had surrounded them, she fled into exile (presumed dead). She eventually joined the League. During the Mirrorwater dispute, she returned to Noxus in exchange for a pledge not to let Singed have access to the Mirrorwater.

She continued to serve Noxus during Shon-Xan, championing the cause of the Noxian refugees from the Void War.
She is still technically aligned with Noxus, but after how Shon-Xan ended, that seems tenuous at best.
Currently, she’s with the “Lost Legion” in Piltover.
where in the world is Leona and Kayle??
Most champs aren’t on one of these rosters. Leona and Kayle would both be possible Demacian pickups in a proper storyline, though; they’re both heroic plate-armor wearing warriors for justice and order.
why no centaur on discord, or Aatrox either? i think they’d both fit well.
A lot of Shadow Isles champs could fit on Discord; I hesitate to just put them all there. That said, if the other team is okay with it, you could make an agreement to allow all SI champs to Discord for a particular match.
